My take: build a small, coherent line (a body wash, a lotion and a scrub in one scent family) on stock formulas. Matching scents sell as sets. They also teach you which scent customers reorder. Don’t launch eight scents at once.
Why body wash is a cosmetic, not soap
Under FDA rules (21 CFR 701.20), a product only counts as “soap” when it is mainly alkali salts of fatty acids and is labeled and sold only as soap. Cleansers that don’t meet that definition are cosmetics. The FDA’s soap FAQ is direct: most body cleansers, liquid and solid, are synthetic detergent products, and a product containing synthetic detergents is a cosmetic, not a soap.
So, in my view, a private label body wash should be treated as a cosmetic from day one:
- Cosmetic labeling applies: identity, net quantity, ingredients in descending order, and “Distributed by” your company.
- MoCRA applies: product listing, serious adverse event reporting within 15 business days, safety substantiation records, and US contact information on the label, with a small business exemption from listing and registration under $1 million in average annual US cosmetic sales.

The claims that make body care a drug
The FDA says a product intended to treat or prevent disease, such as by killing germs, or to treat skin conditions such as acne or eczema, is a drug. Moisturizers marketed with sun protection claims are both cosmetics and drugs.

Honestly, I’d keep a first body care line strictly cosmetic. Feel, scent and skin softness sell; medical claims bring drug rules and listing problems.
What to ask a body care manufacturer
- Preservative system: water-based products need one. Ask how it was tested. Then ask again.
- Stability testing in your exact bottle, including heat and cold.
- Fragrance: allergen information and a safety data sheet for each scent.
- Documents: GMP certificate, Certificate of Analysis, and MoCRA facility registration.
- Packaging: pumps, flip caps and tubes; ask how they ship without leaking.
- Formula ownership for custom work.
When samples arrive, I’d use them for two weeks the way a customer would. Lather, rinse feel and how long the scent lasts on skin are what reviews mention.
Selling body care on Amazon
- Beauty documentation: Amazon may request invoices for 10 or more units, a GMP certificate, a Certificate of Analysis and MoCRA documentation.
- No disease claims in titles, bullets, images or A+ content.
- Leak-proof packaging: liquids that leak in FBA create damaged-inventory problems and bad reviews. Test it. Drop a sealed box.
