What does FBM mean? FBM stands for Fulfilled by Merchant: you list products on Amazon, but you store, pack and ship the orders yourself, from your own location or a partner warehouse. Amazon describes it as giving sellers the freedom to manage their inventory and fulfill orders from their own or partnered locations. The alternative is FBA (Fulfillment by Amazon), where Amazon stores your stock and ships orders for you. You can use FBM for your whole catalog or mix it with FBA.
I’ll show how FBM works, what it costs, the performance targets Amazon expects, how shipping labels work, and when I’d pick it over FBA. Short version? It depends on the product.
FBM vs FBA at a glance
| FBM (Fulfilled by Merchant) | FBA (Fulfillment by Amazon) | |
|---|---|---|
| Who stores inventory | You or your 3PL | Amazon |
| Who picks, packs and ships | You or your 3PL | Amazon |
| Customer service and returns | You | Amazon handles most |
| Amazon fees | Referral fee | Referral fee plus FBA fulfillment and storage fees |
| Prime badge | Only through Seller Fulfilled Prime | Yes, on eligible items |
| Shipping settings | You set rates, handling and transit times | Amazon’s network decides |
Amazon notes that with FBM the costs of storage space, shipping and delivery, and responding to customer inquiries fall on you. With FBA, the core extra fees are the fulfillment fee and monthly storage. The referral fee applies either way. No escape there.
How FBM works, step by step
- List your product and set the fulfillment channel to merchant-fulfilled.
- Set your shipping settings: rates, capacity limits, handling time and transit times, or use Amazon’s Shipping Settings Automation. I’d start conservative.
- Receive the order in Seller Central.
- Buy a label, through Amazon’s Buy Shipping or your own carrier account.
- Ship on time and confirm with valid tracking.
- Handle customer messages and returns yourself. Every one of them.
Performance targets you must hit
FBM puts your account metrics in your hands. That’s freedom and risk at once. Amazon’s targets:
- Order Defect Rate under 1%.
- Late Shipment Rate under 4%, to avoid deactivation.
- Pre-fulfillment cancellation rate below 2.5%.
- Valid Tracking Rate of at least 95%, measured at category level.
In my view, the late shipment rate is the one that catches new FBM sellers. Set a handling time you can always meet, not your best day. When you miss it twice in a week, lengthen it. If you ever need to appeal a deactivation, our guide to writing an Amazon plan of action covers the process.
FBM shipping labels and Buy Shipping
You can buy labels through Amazon’s Buy Shipping service. Amazon staff describe A-to-z claims protection when a “Claims Protected” label was bought through Buy Shipping, the package was shipped on time at the carrier’s first scan, and Amazon reimbursed the buyer. Using Buy Shipping does not remove your responsibility to ship on time, so I’d still treat handling time as the main control.
Our guide to Amazon FBM shipping requirements covers carriers, tracking and packaging, and our guide on how to handle refunds and returns with FBM covers the after-sale side.
Can FBM orders get Prime?
Yes, through Seller Fulfilled Prime. To prequalify you need a domestic US address and a Professional account, then a trial period; Amazon staff say trials now run over four complete Sunday-to-Saturday weeks. From June 29, 2025, sellers who have not shipped at least 100 Seller Fulfilled Prime packages a month have their maximum daily Prime order volume limited. SFP has strict delivery performance expectations, so check the current program terms in Seller Central before you apply. Don’t apply until your on-time record is boringly consistent.
When FBM is the better choice
| Situation | Why FBM fits |
|---|---|
| Oversized, heavy or fragile products | FBA fees and handling can be costly or risky |
| Slow-moving or long-tail catalog | Avoids storage and aged inventory fees |
| Handmade, custom or made-to-order items | Stock does not exist until ordered |
| You already run a warehouse or 3PL for other channels | One stock pool for everything |
| Testing a new product | Learn demand before committing stock to FBA |
| Backup when FBA stock runs out | Keep the listing selling |
And when FBA is better: fast-moving, small, standard-size products where the Prime badge drives sales and you’d rather not run fulfillment. Many sellers mix both: FBA for best sellers, FBM for the rest. My take: that mix is often the sweet spot. If you outgrow your own space, see when a 3PL for Amazon FBA makes sense; to ship your other channels from FBA stock instead, read about Amazon Multi-Channel Fulfillment.
Honestly, I’d decide per product, not per account. The math differs for each item. Still deciding whether to sell on Amazon at all? Read whether selling on Amazon FBA is worth it.

FAQ
What does FBM stand for on Amazon?
Fulfilled by Merchant. The seller stores inventory and ships orders, instead of Amazon doing it through FBA.
What is the difference between FBA and FBM?
With FBA, Amazon stores, packs and ships your products and handles most customer service, for extra fees. With FBM, you do all of that yourself and pay the referral fee without FBA fulfillment or storage fees.
Is FBM cheaper than FBA?
On Amazon’s fees, usually yes, because you avoid FBA fulfillment and storage fees. But you pay for your own storage, packing, shipping and labor, so compare total cost per order.
Can FBM sellers get the Prime badge?
Yes, through Seller Fulfilled Prime, which requires a US address, a Professional account and passing a trial period.
What are FBM shipping labels?
Labels you buy to ship each order, either through Amazon’s Buy Shipping service or your own carrier account. Buy Shipping labels marked Claims Protected can protect you from certain A-to-z claims when shipped on time.
Can I use FBM and FBA together?
Yes. Amazon lets you use FBM for your whole catalog or alongside FBA, product by product.
