Private label hair oil is a blend of plant oils, sometimes with essential oils or fragrance, made by a manufacturer and sold under your brand. It’s simple to produce and easy to brand. The catch is the claim most buyers want to read: hair growth. In the FDA’s eyes, a claim that a product will restore hair growth makes it a drug, and an FDA rule specifically lists common oils such as jojoba and wheat germ oil among ingredients that lack evidence as hair growers. So the winning brands sell shine, softness and scalp feel, and leave regrowth to approved drugs.

My take: start at a low-minimum US maker to test two or three blends, then move volume once one sells. If a supplier’s stock product is called “growth oil”, ask for the formula without the name. Renaming is easy; re-printing labels after a complaint is not.

What to ask a hair oil manufacturer

  1. Full ingredient list with percentages you can label in descending order.
  2. Essential oils and fragrance: which ones, at what level, and a safety data sheet for each finished blend.
  3. Stability: does the oil go rancid? Ask about antioxidants (such as vitamin E) and shelf life.
  4. Packaging: dropper bottles, pumps or sprayers, and whether they leak in transit.
  5. Facility registration under MoCRA, and a GMP certificate.
  6. Formula ownership for any custom blend.

When samples arrive, use each one for two weeks. Greasy residue and scent that fades by noon are what reviews punish.

The claims line: cosmetic or drug?

The FDA classifies by intended use. Its guidance lists claims that a product will restore hair growth as drug claims. And a specific FDA rule (21 CFR 310.527) says any OTC product labeled or promoted for external use as a hair grower or for hair loss prevention is regarded as a new drug. The same rule lists ingredients found to lack evidence for that use, including jojoba oil, wheat germ oil, and biotin and other B vitamins.

For contrast, minoxidil foam is sold over the counter under an FDA drug approval. That’s what real regrowth claims require. Honestly, I’d keep a private label hair oil firmly in cosmetic territory.

Labeling and MoCRA, briefly

As the brand on the label, you’re typically the responsible person under MoCRA: list the product with the FDA, report serious adverse events within 15 business days, keep safety substantiation records, and print US contact information. Businesses with under $1 million in average annual US cosmetic sales are exempt from listing and registration, but not from adverse event reporting or labeling. Selling hair oil on Amazon

  • Dangerous goods review. Amazon lists essential oils among common dangerous goods and may require a safety data sheet or exemption sheet before FBA. If your blend contains essential oils, have the SDS ready.
  • Beauty documentation. Amazon may request invoices for 10 or more units, a GMP certificate, a Certificate of Analysis and MoCRA documentation.
  • Claims in images too. “Hair growth” in an image or A+ module is still a claim. When you design images, use the safer wording table.
